Is it OK if Romex is twisted?

There is no electrical reason for the twist; it merely serves to keep the two wires physically associated with each other once the Romex jacket is removed. It both “looks neater” and is easier to do subsequent work on.

Does it matter if Romex twists?

Power cable, it would not matter much if any. Ethernet cable, it can tolerate some twisting at least if is rather short sub 10 meters. If it is close to the 100 meter limit the changes in wire to wire impedance will increase bit error rate until it will not work any more.
